On April 17, 2026, the Kerrville Public Utility Board (KPUB) held a groundbreaking ceremony marking the start of construction on its new 122‑MW natural gas–fired power generation plant. The project represents KPUB’s first owned dispatchable generation facility and the first Texas Energy Fund (TxEF)–financed dispatchable generation project in the state, supporting KPUB’s long-term power supply strategy as a major power contract nears expiration.
Summit Industrial is serving as the general contractor, overseeing construction of the $175 million facility located in Colorado County, south of Columbus, Texas. The plant is a reciprocating internal combustion engine (RICE) facility featuring six advanced engines from Everllence (formerly MAN Energy Solutions), designed for rapid dispatch, high efficiency, and minimal water use. Engineering and design are led by SEnergy, with Sky Global Partners managing development and long-term operations. The project is being financed through a combination of a low-interest TxEF loan and tax-exempt revenue bonds, and construction is now underway following the ceremonial groundbreaking.
